Canton, December 17 130.
In Y.. despatch of the 11th. instant you
were good enough to inform me that you had caused a pro-
clamation to bo prepared with reference to the "Patshan"
case and that you had previously instructed the Thotal of
Constabulary to discover and deal with those persons whose
conduct and public utterances were likely to harm the good
relations existing between our two countries.
I have since seen a copy of Y.. proclamation which is
of a most satisfactory nature and for which 1 beg to convey
to Y.R. my grateful thanks.
I regret however that the effect has not been all
that could have been desired. A circular, copy of which I
have the honour to enclose, was sent round yesterday in-
viting the public to attend a mass meeting of the felf
Goverment Suciety to discuss the case. As I hud good reason to suppose that it was the intention of the Solf Government
